Lake Texoma's Septic Rules: the 300-Foot Zone, from the Rule Text

If you're buying, building, or replacing a septic system on land near Lake Texoma, one Oklahoma rule matters more than every other page of septic advice combined — and it's short enough to quote in full. From OAC 252:641-1-3(j), the current DEQ on-site sewage chapter:

"No dispersal field may be installed within Zone 1 of a water body protection area unless it is preceded by a nitrogen reduction system that has been tested and certified by an ANSI accredited third party certifier as meeting the most current NSF/ANSI Standard 245."

Everything else on this page is the unpacking: what a "water body protection area" is, why Texoma qualifies, how the 300 feet is measured, what NSF/ANSI 245 means for the budget — and what we did and didn't find about the wider Zone 2 band.

Why Texoma triggers the rule

DEQ's definition is list-based: a "water body" is any reservoir or stream listed in the most current "Lakes of Oklahoma" or "Water Quality in Oklahoma Integrated Report." Lake Texoma appears in the OWRB's Lakes of Oklahoma publication — the US Army Corps of Engineers reservoir at a normal elevation of 616 feet, 88,000 acres, with 592.7 miles of shoreline threading through Bryan, Marshall, Johnston, and Love counties (OWRB/USACE lake sheet; verified Aug 2026). Around any listed water body, the rules draw two bands measured from the highest normal pool elevation (for a stream, from the stream bed):

The measurement is a line, not a waterline

The 300 feet runs from the highest normal pool elevation established for the reservoir — a fixed regulatory line — not from wherever the water sits today. Texoma's level swings; the line doesn't. Two practical consequences: a lot that "looks" 500 feet from the water in a dry season may still be inside Zone 1, and no one can settle a close call by pacing it off. Close calls are survey work against the pool elevation, confirmed with the DEQ Environmental Specialist desk in Durant — (580) 920-2037, the office that serves both counties. For streams, note the trigger is the bed, not flowing water: a listed stream that runs dry most of the year still carries its 300 feet.

What NSF/ANSI 245 actually means for a lake lot

Standard aerobic units certify to NSF/ANSI Standard 40 — treatment. Standard 245 is a different, stricter certification for nitrogen reduction, aimed at exactly the nutrient that feeds algae in a reservoir. Inside Zone 1 the rule requires the 245-certified class ahead of any dispersal field, with no flexibility written into the provision. For buyers and builders, that's a budget line, not a technicality: a quote for an "aerobic system" on a Zone 1 lot should name a 245-certified unit, and a quote that prices a plain Standard-40 unit hasn't priced the rule. About Zone 2 — an honest reading

The current chapter defines Zone 2 (out to 1,320 feet) but, after a full pass through the rule text and every appendix table in the current consolidation (amended through Sept. 15, 2024), we found no Zone 2-specific requirement in the current chapter. We won't invent one, and we won't promise its absence either — older versions of the rules differed, and DEQ practice on a specific parcel is the department's call. If your dispersal area falls between 300 and 1,320 feet of the pool elevation, put the question to the Durant DEQ office directly. That's the honest state of the rule as we read it, dated: verified Aug 2026.

One caution against a common mix-up: DEQ's sizing charts also use "zones" — the net-evaporation zones that assign counties their chart columns (Bryan is 6, Marshall is 7). Those are climate zones for sizing math, not water-body protection zones. A sentence like "you're in zone 7" refers to the county's sizing column, not to lake distance.

If you're looking at Texoma-side land: the order of operations

  1. Locate the line. Where does the buildable dispersal area sit relative to 300 feet from the pool elevation? On plats near Mead, Kingston, the Willis corridor, or the lake arms, this single fact moves the project budget by five figures.
  2. Test the soil. The 581 profile decides the system menu everywhere, lake or not — and lakefront ground varies as much as any in the two counties.
  3. Then design and permit. ATC, install, inspection — the standard DEQ process, with the 245-class equipment specified where Zone 1 applies.

Both steps one and two are due-diligence items — answerable before closing on a lot, for a few hundred dollars, against a five-figure swing in what the land can carry.

Common questions on the lake rules

The tank and lines follow ordinary setbacks, but the dispersal field has the special rule: within 300 feet of the highest normal pool elevation — Zone 1 — no dispersal field may be installed unless preceded by an NSF/ANSI 245-certified nitrogen reduction system. Beyond 300 feet, the special equipment requirement ends and ordinary soil and setback rules govern.
