The Oklahoma Septic Permit Process, Step by Step
Oklahoma's septic rules live in one chapter — OAC 252:641, administered by the Department of Environmental Quality — and the process they set out is the same in every county. For Bryan and Marshall counties it runs through one local desk: the DEQ office at 202 N 16th Ave in Durant. Here is the whole path, in the order it actually happens, with what each step costs on the current fee schedule.
Step 1 — The soil test (Form 641-581)
Everything starts with a soil profile description: test holes dug at the corners of a 50'/50'/75' triangle on the proposed dispersal area, logged by a certified soil profiler (DEQ's own Environmental Specialists also perform them). The profiler classifies what's actually under your lot into one of DEQ's soil groups — from coarse sand (Group 1) to heavy clay (Group 5) — and that classification determines which system types the lot can legally carry. Groups 2 through 4 keep the conventional field open; Groups 1 and 5 close it. Fields over 10,000 square feet need an extra hole per additional 5,000 square feet. The older percolation-test route still exists, but a perc rate over 75 minutes per inch prohibits a conventional field, and several system types can only be designed from a soil profile.

Step 2 — The Authorization to Construct (ATC)
With the 581 on file, an Authorization to Construct is purchased from DEQ before any installation or modification begins (OAC 252:641-1-2.1). Applications run through DEQ's online payment portal — have the property's legal description handy — and the authorization is tied to the installer and the design. Card payments carry a 2.25% merchant fee plus a $2.00 portal fee; ACH is $1.00.
Step 3 — Installation and inspection
Who installs determines who inspects. A DEQ-certified installer certified in the system's category may self-inspect the finished system, notifying DEQ before starting work and filing the completion report (Form 641-576AS) with the local office within 15 working days. An installer who isn't certified in that category — or a homeowner doing it themselves — gets a DEQ inspection instead, at the higher ATC fee, with any deficiencies corrected before the system goes into service. The November 2025 change: who may install at all
Since November 1, 2025, state law (59 O.S. § 1158, amended by Senate Bill 111) allows a person who is not DEQ-certified to install at most one individual sewage disposal system per calendar year — DEQ-inspected, with the installer present at inspection. Everything beyond one-per-year requires DEQ certification, which now runs through a "Certified Installer-In Training" track: application, a $75,000 surety bond, training and exam, then five experience systems and two joint inspections under DEQ inspection. Practical consequence for owners: ask any prospective installer whether they're DEQ-certified in your system's category — it changes both the inspection path and the permit fee, and certification status is public on DEQ's Active Certified Installers roster.

The dollar figures printed in the rule text are 2012 base amounts under an automatic CPI escalator, so the real numbers live on DEQ's published fee schedule. Current schedule, effective 7/1/2026 – 6/30/2027:

Where lake lots change the picture
If the parcel sits near Lake Texoma or another listed water body, one more rule enters at Step 1: within 300 feet of the highest normal pool elevation (Zone 1), a dispersal field requires NSF/ANSI 245-certified nitrogen reduction ahead of it.
